Servers can be configured to accept access only from known IPs or IP bands. The message you received is most likely caused by this. It was an error I encountered my self. All was good and well when I ran the program in our testing environment. When the solution was deployed to the web server the mail server refused to accept the connection because the webserver''s IP was not explicitely allowed.
