Man, you really need more information. There is no language to create database.
And your choice of database depends on your requirement.
MSAccess is good for small application with little data and a few users.
SQL is good for enterprise applications. Oracle would be costlier with more features/security. MySQL is open source database.
Just use google to get information about different databases.

You could also use SQL Compact as a replacement for an MS Access database if you are only needing a small database.

You can create this in Visual Studio - in fact you can play with any of them inside Visual Studio.

Just go to Server Explorer and then Add Connection and here you can create a Compact SQL database. The advantage (as far as I am concerned) of using a compact SQL database is that I can with very little effort make my programs connect to Compact, SQL Express of SQL.
