This is too serious work. All I can say, you cannot find a quick answer. Even finding a commercial vectorization without source code will be a problem. I''ve tried to use some commercial tools like that — all results were of absolutely unacceptable quality for my application.

If you even can achieve that with better quality, it would be a considerable achievement which you could be commercialized and potentially make good money. If you even partially succeed I wish you could hire me to help you. :-) Such tools are in high demand in various fields of interest.
