If the TTS/STT engines are still not out there for persian... Then your best bet will be to obtain a SAPIx-compliant PERSIAN TTS/STT engine from a third-party vendor like Nuance.

This can be expensive (if you buy it) or expensive and hard (if you make it yourself).
