Thanks Ravi Shanker. When I run application the browser should show ''localhost'' instead the browser shows this address "file:///C:/Users/Choices/Documents/Visual%20Studio%202010/Projects/Silverlight_image_map/MapsHotspotDemo/Bin/Debug/TestPage.html", so I guess it is not web application.
