My requirements are as follows:

3) Now i want to completely disable the information bar

What you are trying to do will not work or be allowed.

What you are trying to do is circumvent the security restrictions of the browser. The page and javascript is effectively sandboxed within the IE process and cannot get access to this settings or override it.

If you are working on some corporate internal web page that needs to load something onto the end users browsers, you could use AD to update the trusted sites list for the host server of the page.

If you look at what other sites do that require you to install an activex, they usually have screenshots of what to do before the download click, so the user know they must follow this for it to work.
