If you got the code from an article, then there is a "new message" button at the bottom of that article, which causes an email to be sent to the author. They are then alerted that you wish to speak to them.
If it was a Q&A question, there is an "Add Comment" beneath each reply.
If it was in a forum, there is a "Reply" button.

And of course, in each of those there is a Vote: 1 is "useless", 5 is "Great". In addition, for Q&A there is the "Accept answer" button which is much appreciated.

If you look carefully at the bottom of a article (or forum, but not Q&A) reply, there is a "Reply" button - which posts a public message, then an "Email" button - which sends a private message. However, this can be disabled in a users profile, so if they have done that, "Email" will not appear. You then cannot send them private messages, only public.
