You need to maintain user based database and a UI to allow to write something related to particular user. Based on current user, bring all the data related to it, it would automatically bring the data that is written by someone else.

This is not a quick question which can be answered in detail here. You need to work on it yourself and be a little specific about issues faced while working on it.
