I think you should consider buying some books or reading some tutorials. The best way to learn, is to try to learn for yourself, and use sites like this when you have more specific questions.

You create them by creating a project that builds to a dll. You use them by adding a reference to them in your project. However, given that you needed to ask this, I think you''d be better off with a step by step tutorial, rather than just the answer.
