can anybody suggest me how generate a random name from a list in vb.net

all i want that from a list, a random name is generated whenever we click on command button. but to add suspense between the click of command button and the output i want some simple animation like a form is poke up and "count from 5 4 3 2 1.... and the lucky person is (Name). "

Looks simple... what have you tried? Break it into two parts:
1. Generating random number (lets say between 0 to 100) (100 being the list size). Based on the number, pick the name from that index.
2. Show an animation, some progress bar or so that has 1 2 3 4 5... or a UI of your choice. (You can get lots of articles on animated progress bar here itslef)
