No. Your screen resolution cannot be broken up into different resolutions in the way i think you are meaning.

I do not know how magnifier works, but suspect all it is doing is capturing an area of the screen below the pointer and performing some image operation (Zoom etc) and then displaying this in its own application window. Nothing fancy.
