DICOM is a standard for medical images, it is NOT a piece of software. It DOES also contain the standard for PACS, which is for sending images. You need to buy libraries to achieve this, some give you the basic shell of a DICOM ( which is just a collection of tags ) and PACS, others give you access to the many obscure compression methods that can be used to store an image or series of images in a DICOM.

There is a publically available standard which you can download and read, but I doubt you want to be starting from scratch to impliment it.
