The question really does not makes any sense and is based on misconception. It''s not about "permission" or "notice", or "receive". The remote system should run some service which performs exchange of any data. It is absolutely does not matter in what direction the data is transferred, "send" and "receive" is the same thing. Both computer do just what the protocols implemented on both parts let them to do.

As the most widely used options, the remote computer can execute: 1) FTP server, 2) HTTP server; 3) Windows file sharing service, 4) Network file system services. It depends on the OS and installed software. There are many more other protocols and services implementing them. And of course you can execute some custom service you can develop.
