If I am not wrong the gsdll32 is part of GhostScript and Artifex is the exclusive commercial licensing agent for Ghostscript and MuPDF technologies. So in short you are not allowed to redistribute this dll unless your application including all of its source code, is licensed to the public under the AGPL.
