If you mean connecting to the database used by some other site, generally you cannot do it, unless it''s specially organized to provide you some access. Preventing direct access to the Web site is one of the major reasons to put the database server in a separate tier directly accessible only by the software on the site. You can only access it indirectly, via the Web applications or pages. Of course, it''s possible to develop a Web service to access some database, but such services are usually application-specific, limiting the access according to the business logic of the application.
