The on-premise solutions runs on most Windows machines and requires very little resources. Voxeo did a demonstration where they ran 100 ports on a little Acer netbook. That is one of the things I love about Voxeo is they provide excellent support at no cost, even if you are just developing and have not purchased anything from them yet.

If you go the hosted route then there are no hardware requirements. You will have to host your IVR application somewhere in the cloud so that the hosted IVR has access to it. You deploy your IVR application just like any web application. I have deployed numerous survey apps on this hosted platform. It works well for companies because they do not have the big infrastructure investment for an application that is usually short lived or changes often.
