My app let users buy and download book in sql format and read books in the app. After purchasing in the app the user can also read that book he bought on our website for free.

1.Can our app use our own 3rd party payment system?

2.Does our digital books belong to the category:"for digital content or goods that may be consumed outside of the application itself"?

No, not if you want to publish on Google Play.

It is against policy to use a third party payment gateway (PayPal etc.) in your app when publishing on Google Play.
