Once you can start NetBeans without problems install as downloaded plugin (Tools>Plugins>Downloaded>Add Plugins...), its worked for me. enjoy

Basically the IDE was crashed. The only possible way for the IDE to be in workable form is to re-install the IDE. So Uninstall the IDE first and then re-install it.
