You're mixing two kinds of syntaxes. Use either

buildscript {

       mavenCentral()
    }
    dependencies {

apply plugin: 'me.tatarka.retrolambda'

或

plugins {
  id "me.tatarka.retrolambda" version "3.3.0"
}
