I didn't find the answer but i find a workaround :

我使用ant脚本生成.exe文件，在任务部署FX我改变本地捆绑所有的EXE代替。

I use ant script to generate the .exe, in the task fx deploy i change native bundles to all instead of exe.

    <fx:deploy 
      ...
      ...
      nativeBundles ="all"/>

所以，现在当我启动ant脚本创建他罐子，JNLP中，JRE和2 EXE：

So now when i launch ant script he create jar, jnlp, the jre and 2 exe :

    One exe are the setup who install the jar and jre in the bad folder
    Another who just launch de jar

The second exe is used by the Inno Setup script and when you choose nativeBundles="exe" he is deleted after generated setup.

So with nativeBundle="All" I be abble to create manually an Inno Setup script who install the exe and the jre in the good folder.
