Does spotify allow access to a users listening history through the API? I'm looking for both an aggregate of all users listening history as well as an individual users history (after they log in of course).

Not directly, no. You can either use the Facebook API to find listens, or the Last.fm API to get the user's scrobbles. These only work if the user has accounts with those services and has enabled sharing of listening data to them.
