In case anyone else has this problem my final solution was to:

1. 删除 WAS(Windows 激活服务)
2. 移除 IIS
3. 重启
4. 安装 WAS
5. 安装 IIS
6. 重启

After that second reboot all of my bindings were back... Yay :)
