When I delete a file that's being used by some process I get the access denied error saying that the file cannot be deleted as it is currently in use. Is there a way I can find out which process exactly is using that file in WINDOWS?

For Windows 7 and Windows 8 you can use the built-in Resource Monitor for this. You can find it by searching for Resource Monitor in the start menu.
Select the Associated Handles section on the CPU tab and type the file you are looking for.

When you find the process that use that file right click on and and choose "End Process"
