There is no way in Project Server 2016 to restrict a PM from editing certain columns of data in an enterprise project.  If a PM has permission to open the project Read/Write, that PM has full permissions to edit pretty much anything in the project.  There is no way to lock it down the way you want.  Because of that, you will need to make your restrictions a training and performance issue.  Hope this helps.
