It is possible for more than one person to open and edit a plan if they are permitted to do so by your security model.

The first person to edit, publish and save a project will be identified as the "Status Manager" for all assignments in the project. If a subsequent user is permitted to open, edit, save and publish the same project their name will be available in the Status Manager field (I suggest you create a new Table in the Gantt Chart view that includes this default field) - either of the individuals can then edit who is the Status Manager for specific tasks in the project.
