Just to confirm did you add the Web platform during registration? A couple of additional steps to try:

1) Add http://www.bigleap.weblauncherteam.com/bing/ to the list of redirect URIs. It shouldn't be required, but its just an idea to try as a workaround.

2) If you see a check box at the bottom of the registration page that says "Live SDK support", please be sure that it is checked.
