Is it possible to import my modified WITs from TFS to VSTS? If not, is my only option to manually create them so I can perform my migration Work Items?

You can use the OpsHub Visual Studio Online Migration Utility to migrate requested data from an on-premises Team Foundation server to your Visual Studio Team Service Account.
