I'm trying to understand what's the fail-over strategy for Azure database for postgresSQL. All what I can see from the documentation is about region backup redundancy but I didn't get is this automatically managed or I need to do manual steps.

There is no inter-region HA configuration available for the Azure Database for PostgreSQL service at this time. There is, however, the ability to perform geo-redundant backups that should one region become unavailable, the ability to restore a backup and continue operations in another region. This functionality is called: Geo-restore from geo-replicated backups.
