I installed a brand new, fresh VM this morning using the "Windows Server 2019 Datacenter" image from the marketplace. First thing I did after connecting via remote desktop was try to activate the server using the activation troubleshooter. It will not activate.

I was never able to fix my original problem, but I have activated two 2019 instances successfully since then. I learned my lesson from the first ordeal - the first thing I do after spinning up a VM now is to make sure it activates. This is exactly what I did, but my instance will not activate. Anybody else having this problem? And are there any current known issues with the activation system?

A quick follow up. I was able to get the server to activate. Thinking about the problem, it occurred to me that the activation system is tied into the server hardware. I had not initialized the data disk that I had assigned to the virtual machine. So on a hunch, I initialized the datadisk and formatted it and then attempted to activate the VM again. This time it activated successfully.

I cannot prove with absolute certainty that initializing the data disk fixed the problem, but I can say that I tried 8 or 9 times over the course of an hour prior to making the change and getting it to work.

If my hunch is correct, I think it is imperative for the activation troubleshooter to give more useful feedback. As it stands, it did not tell me anything that would have guided me to the fix, and it gave zero hints as to what the problem was. The error message was as generic as they get, being basically useless.
