I have one single machine for sharepoint 2013 and have install and configure workflow manager. i have created workflow and publish using development account, workflow started and complete but when i click on Workflow History page getting Application Error page,  it says set customerror = Off i have also did it but still getting application error

Description: An application error occurred on the server. The current custom error settings for this application prevent the details of the application error from being viewed remotely (for security reasons). It could, however, be viewed by browsers running on the local server machine.

Details: To enable the details of this specific error message to be viewable on remote machines, please create a <customErrors> tag within a "web.config" configuration file located in the root directory of the current web application. This <customErrors> tag should then have its "mode" attribute set to "Off".

Does the issue exists in all workflows? Please create an new workflow and click on workflow history page, compare the results.

Check whether the user can access workflow history list,  type the URL like this:

Besides, when you get the error, check the ULS log  to determine the exact cause of the error. ULS log is at:       
C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\15\LOGS
