We have on-premises ADFS 2016 and Azure MFA implementation. when a new users uses the proof up URL https://aka.ms/mfasetup to register it brings user back to ADFS authentication and in some cases if user is blocked (because user is external and blocked on ADFS) if just doesn't work.
