I am unable to change the color of the anchor tag text within the <div>
tags. I know it involves a particular CSS declaration involving color,
but no matter where I put it it fails to change to the color I declare.

That is quite a jumble of CSS used. I''d recommend starting over, after
learning about the Cascading part of Cascading Style Sheets.
Not to mentioned tables nested .. four? .. deep?
