It''s a fair point.... your app install should check to see if it''s
installed, if it is great, if not your app install should install it. It''s
is on windowsupdate and has been for a while as a recommended update, I
think it should be a critical update now.

If I''m not mistaken, the .NET Framework is included by default in Windows XP, albeit version 1.0. I do agree with you that it only makes sense to be included in SP2, but keep in mind that--although tied closely to the OS--the Framework is an independent of Windows. Therefore, if you don''t have any .NET applications on your PC, having the .NET framework installed is just wasted hard drive space.
