I'm trying to create an app that will identify active directory password updates and sync them with oracle user's account

I've done some research on the matter and the most suggestions that came up was trying to approach it as a password filter while other website suggested a password manager.

It has to be web-based and preferably in Java.
Does anyone has ever done a similar project or have knowledge on this matter? It would help a lot if there are some links to where I could get some information on it.
