I just put Measurement studio 2013 on visual studio 2008 and got my licenses and everything but when I run my program I already had written I get the error

You should talk to the people who created it - they should provide technical support and will know more about their product than we will. If they don't, then find another supplier and demand your money back!
It's their licence, so they are the only ones who know enough detail to check / issue a new licence if required.
