You're mixing "in the CB" and "in the background".

"In the CB" makes no sense unless it's just below or above. "ON top" would stop interaction with the CB.

For the Background, put the (smaller) CB OVER the (wider) progress bar on the form.

Make the combo box semi-transparent (if you want).
