There are 2 issues with the code:
1 - "Date" object asumes month number to start in 0, not 1. The line:

new Date(parts[2], parts[1], parts[0])

should be:

To avoid timezone issues, use always UTC functions. Eg:

new Date(Date.UTC(parts[2], parts[1] - 1, parts[0]))
