2) I know you can install a keyboard hook, remove it, but I don't think you can remove someone else's hook (so see #1 again)

so, the solution seems to be
a) turn off computer
b) find paper and pen

How about you hook the keyboard and send random keys 24/7

That would render a keylogger on your pc useless.
