Sorry, for multiple questions. I just don't have enough knowledge on API and WebService.

So, for WebService,
* Is it the same as creating a Web page using HTML/CSS or ASP.Net?
* In what language am I possible to create a WebService?
* What language is it comfortable to create one (for a beginner) and more secure at the same time?

In API,
* Is API the same as IDE?
* what is the concept of API?

I've searched CP (maybe not that thorough) for an article for Beginners in WebService but, I didn't see anything. (and unfortunately, we don't have access to Google, so Googling is not a valid option for now)
It also confuse me. So, I'll be very thankful for those who can help.
