I am trying to wrap my head around the GetHistoricalSearchCount Service, part of AdInsightService Service.

As I understand, some throttling applies to requests against this service. See https://msdn.microsoft.com/en-us/library/bing-ads-service-protocol.aspx#throttling

What I don't understand and cannot find any information about is when roughly throttling kicks in. Rephrased: How much volume is "extremely high-volume usage"?
