I'd like to attach data disks to my VMs, and it seems like I need to migrate the VMs from classic to Azure Resource Manager (ARM) to do so. I've tried re-running the validation repeatedly and using the Azure CLI (https://docs.microsoft.com/en-us/azure/virtual-machines/linux/migration-classic-resource-manager-cli), but I always get this unknown error.

Sounds like you do not have enough quota available to migrate to classic.

Also, you can migrate to ARM via the portal with essetially a single click. I suggest giving that a try. 

To do this, go to the portal, select the VM you want to migrate. Under "Settings" you will see "Migrate to ARM"



Then just follow the rest of the prompts. If it fails, we might get a better error
