No, this isn't something that you can do.  Scale Sets are designed for stateless VMs and so they wouldn't be suitable for deploying a VM and adding it to the AV group.  They are built off an image and so that image would not allow for a group of machines to be connected as they are with AlwaysOn.

So this would need deploying manually on IaaS.
