I created a blob account with RA-GRS. The secondary region is automatically chosen by Azure. What must I do/have to change the secondary region? Pricing tier I now have is pay as you go.

Depending upon your requirement, you can even change the replication (RA-GRS) of storage account to GRS or LRS for created storage account as shown below.
