Without giving the User in an AzureAD any Enterprise Security License or something else, u can create an MFA Login via the AAD MFA Button and the User is then egliable to Login with the Second Factor (SMS & App).

That is not an intended behaviour as Microsoft Documents are telling.

Normally u have to buy Enterprise Security Licenses etc.

Azure MFA is licensed per user. This is stated in the licensing agreement as well.
