Sorry for delay in reply.

Visual studio 2017 could run on the windows 7 sp1 (with latest Windows Updates), please check here for this.

And in my point of view, the code profiler is a tool in the VS IDE, so it also runs on the same operation system which visual studio 2017 supports.
