I have a project where I have a Microsoft Install Project that makes MSI files.

当我在本地PC上安装此MSI时，它会覆盖我的app.config文件很好。

When I install this MSI on my local PC it overwrites my app.config file just fine.

但是当我在Windows Server 2016上执行相同操作时，即使安装中的版本比现有版本更新，现有的app.config也不会被覆盖。

But when I do the same on a Windows Server 2016 the existing app.config does not get overwritten, even if version in the install is newer than the existing one.

The issues typically occurs when the file is running in the background. Please try to close the application which is using it and then try to overwrite it again.
