We have a Windows 2008 R2 Datacenter server with an IIS installed there (BRS-P-SOAP-BXT2). For the requirements of the client, we cannot upgrade it to the latest OS version.

The issue we are having is that it is taking too long to respond, meanwhile the soap service it’s writing the response in a few milliseconds. Some requests are taking almost 11 seconds or even more.

  B series VMs are not optimised for performance - they offer CPU credits for burst and so the CPU will be throttled if this is in use frequently.

  If you think this is a VM issue then I would change to a higher DS series or FS series (F is compute optimised and offers a good CPU to memory ratio for apps).

  For the SOAP requests taking time to respond, I would get a New Relic trial account and use that to show why the service is running slow - it will break down the response times and gives good information for application debugging.
