Our project web sites thinks that the page is not being shared to anyone including users that has full control in site collection. When anyone access the sites, we get the message, "Let us know why you need access to this site."

I am in the farm administrator group and have full control to the web application, I am getting the same issue as well.

Which page do you access that get this issue?

If the user has no permission to the page, he cannot access it even if he has the full control in the site collection and web application.

You can access the pages library and check if there is unique permission settings for the certain page or library.
