If you have a fresh installation of Visual Studio 2019 Enterprise (like I do), you'll need to install the individual component, Web Performance and load testing tools:
- Close Visual Studio 2019 Enterprise
- Open the Visual Studio Installer
- Click "Modify"
- Under Individual Components, select "Web Performance and load testing tools"
- Click Modify to install the testing tools
After Web Performance and load testing tools is installed, you'll be able to see it as an option in Visual Studio 2019 Enterprise:
