By default Azure API Management allows everyone to know the API Specifications (Swagger/WSDL) and API Documentation (and even query the API) through the Developer Portal.

So to hide Developer Portal from anonymous users, you can follow the blog which discuss about this and users who are accessing the Developer Portal through the Azure Portal will only be able to gain access.

When you create an API Management (APIM) instance, Azure assigns subdomain of azure-api.net (for example, <apim-service-name>.azure-api.net). However, you can expose your APIM endpoints using your custom domain name, such as abc.com but default domains remain active and cannot be removed.
